Second, build your economy, the PIO space has two mining sectors, it's next to Antigone memorial, which is next to both Getsu Fune and the Void, it's basically a mining paradise.
Build a solar powerplant in PIO space, wherever you want, all their sectors have a huge boost in solar exposition.
With that station built, you'll make hundreds of thousands of credits fast.
Go buy blueprints for solid and liquid storage, and build a mining station, some small or medium miners and you will be swimming in money in no time.
Time to buy computronics and silicon carbide production blueprint and set up a high tech factory.
Now, you'll have more money than you'll know what to do with it.
Not only that, but you are now producing station building components, meaning with good logistics planning, you can create supply chains to extend your empire past the void (and fortifying The Void is actually a pretty good idea, buy shields and turrets blueprints and do that.)
And now, you can either map the rest of the universe to find builders close to the PHQ, buy universal factions blueprints, or simply build your own builder and use your own fleet and your own component factories to build your PHQ for free.
Yes, that will take a lot of time, dozen of hours, but there is never a "quick solution" in that game.
Actually, you can simply give money to your station and hope there isn't a hull part shortage in the universe, but to find builders, satellites are your best friends.
Stick with it if you can, its a very rewarding game once everything clicks into place.

On the other hand, the devs are really helpful when making a report in their forum, they'll even take your savefile to see what's wrong and how to fix it.

For that player HQ mission you have several options. Drop some satellites or fly around until you find a free builder ship is the easiest. If you're truly red with everyone but not less than -10, take a small courier ship and fly around to different stations and wait for them to say "Stop that criminal", then hit SHIFT-E to select the enemy, shoot it, your rep goes up +1 for each of those. Get to 0 and you start getting missions to raise rep further. As you start trading with them you can raise rep even further.
Again, there is no immediate need to do any storyline task at any point. Take it slow, have fun, if you find yourself grinding too much go do something else! Also, on that Player HQ you do NOT want to build it using Terran parts, so make sure to select commonwealth parts. Otherwise you gotta ship wares to build it all across the universe. So buy (or steal) your blueprints from the Teladi or Argon or something.
