This is wrong. Travel Attack Time is the time it takes the engine to reach full travel thrust (note that this is different from full travel speed). It's actually incredibly useful and one of the reasons why Terran engines are the best in the game, even though on paper they seem to be lacking. Long, strong boost and low attack times will get any fighter out of almost any situation. There's a reddit post somewhere that demonstrates the effect this stat has.
That being said, Travel Attack Time mod on a terran engine has little to no value usually since they're already so low. So if this is put on another stronger engine such as the split engines that have longer attack times, that could make them unstoppable
Well said and well corrected. If you're not sure what a mod does then simply install it and look at the stats of your ship. You have about a 90% chance that you won't lose the mod if you decide you don't want it. And yes on a Terran ship I would use nudger.
