yes, yes i am... and according to rumors (i personally can not confirm) i life in a forgotten part of the egosoft HQ basement and survive on leftover pizza...
if you can't find them.. make them... there are 3*+ seminars as mission rewards... there are experienced Captains that also come as rewards.. including ships.
and there is the HQ and Terraforming... including a Traning Facility to train up to 100 plebs into a 5*.

Got lots of 3 star pilots. What you need is to buy every basic & 1 star pilot skill you can find & look for missions that hand out 2 star pilot ones (hence I'm signed up for all the trade-guilds (Argon, Terran, Teladi), they often reward them in their missions)
Next up is finding people with high morale ( over 2 stars) and half a star or more in pilotskill.
The important part is that the incomplete star is halfway or more.
Once you find someone like that, promote them to captain of the ship you want & give them the pilot seminars & bingo, 3 star pilot. Note the high morale is key here.
To assign it, you will need to group select it with a tug and select Salvage for Commander on a station with a scrap processor module.
The Teuta will search for large wrecks everywhere (I recommend using blacklists to block off dangerous sectors and not wander too far) and turn them into cubes, Manticores drag the cubes to the scrap processing station.
Is this intended or a bug that is soon to be fixed? It seems to me that Teutas SHOULD be assignable to scrap stations. Is the bug that they aren't assignable or that you can assign them by grouping with a tug?
I've just tried this, and it doesn't work. It allows me to assign the Teuta to the station, but the Teuta doesn't find any wrecks in Rhy's Defiance, then goes back to being assigned to the station, and has no salvage job option.
I am not sure, however a Teuta cannot provide scrap cubes to a scrap processing station on it's own, it would need a Manticore to haul them. Maybe it's just a requirement that isn't explained anywhere.
Worked fine for me, I had to actually stop it from going into Wretched Skies V to turn some Ks into cubes because that sector was swarming Ms and Ps that kept scaring it into Xenon defense stations.
Not sure if Teutas go for pre-spawned wreck resources, never seen them do so. I get the option to mine those with miners, but haven't really tried it yet.
It seems the bug is that you can't assign a Teuta to a scrap station. Why would you go through the effort of setting up the manager AI to properly use one if it was never intended to be assigned to a station in the first place?
