Report a translation problem
You need to get some fast S ships and set them to Police default behaviour. They will scan around and unmask any SCAs. The more you have the better, the faster they are the better. Have a few combat ships assigned to protect commander (station) and they will instantly intercept any unmasked SCAs that try to approach.
For your miners if it really is pirates, then you need an armed escort. Try a small cheap fighter - all my ships have one and they never have problems. Alternatively (/in addition to) get a well equipped combat ship, set it to 'repeat order' default behaviour and give it multiple 'attack targets in range' orders in the areas your miners go to.

my problem its not firepower, but more like, when it happens its most of the time too late to do anything :(
im also a bit worried on putting the SCA in RED because of the hatikva questline ;(

I've boarded like 50 SCA destroyers they are still -5, if you declare war on them they will engage with your ships more often I think, sometimes they just fly in your space but don't do anything or go somewhere else, I once had a patrol engage a minautor and then 2 SCA destroyers showed up with a few M ships , lost a few katanas there

But I strongly suspect there's some hidden 'lever' if you aggro the SCA too much that prompts them to go after your station storages and traders in a much more focused way. If I board >2 SCA L's in quick succession I'm almost certain to get a retaliation attack back on a Claytronics or Computronic Substrate storage, sometimes a fully kitted L trader will be deleted without any prior distress notifications.
Yeah I suspected that too when I had 2 behemoths and a bunch of M combat ships in my sector ^^
Repeat attack enemies in area doesnt work at all
the only time that works is if you set the ship to defend 1 single area on repeat
if you tell 1 ship to attack all ships in an area then tell him like 3 bubbles to defend if he is currently in bubble 1 and an enemy is in bubble 3 he will not do anything until he has (with travel drive turned off) flown like 120km THEN go ohhhhh that ship DW I GOT IT BROOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO
That is why you have 4 to 5 ships assigned to the same attack order and stagger them out.
