It's a passive multiplayer feature. You don't get to interact directly with anyone. Kinda like how Spore worked if you ever played that game.
I don't know why it was ever disabled.

Ideally, it would be like Minecraft. You can host your own little dedicated server and the galaxy runs there (or you can pay to host a monster server for 200 people if that's your thing). The game would be identical to how it is now, except there would be another faction out there that belongs to another player. Work together or fight for control of the galaxy, whatever you want. Install mods on the server if you please.
This way the game isn't impacted at all by the inclusion of MP. It still plays the exact same no matter if you do or you don't want to play multiplayer. You don't have to play with anyone you don't want to play with, because you or your friend controls the server. This would give the game even more legs than it has now.
But this way they would drop all future DLC
If they would add co-op maybe like last DLC will be out this way no big balancing
If you want a max of 4 players, then that's how you setup your server. If I want 400, I can do that, too.
You'd be surprised how hard this is to do for an existing game - Especially one with as many moving parts as this. The sheer amount of things that could cause serious desyncs is hilarious.
Can you even begin to imagine what will happen to the server and the player's computers once two of them are saving at the same time?
Forget about real time multiplayer the way the game is coded...
Yes that would be really cool. Imagine all the things you could do with or against your friends >;)
