How to begin terraforming project?
I finally finished mission at earth, and that Hippocampus at my home station told me I got a copy of the tech and ready to begin terraforming project myself, but I found no terraforming tag in the UI and how to begin terraforming project?

Have you researched the teleportation techs ? I'm not sure but I think you need to research them first

I'm at teleportation tech stage 2, do I need to finish all of them first?

I think so because then you have the station teleportation to teleport the HQ I think they mention it in segaris plot
