Then again, if the DLCs sell well, maybe.
Like I said before, we have to find out and see, why not enjoy this expansion and then we could start speculate when Egosoft says something about potential new stuff.
Actually in X3, if you noticed, you could see that they sort of lived in very humid pockets of rooms, a great exemple is the Royal Boron Shipyard (Large Version) and the Boron Megalodon and lore said that their trading stations had rooms with air so other species could work/trade there.
But if Egosoft would release them, I would assume they would have either some sort of bubble around them like a water forcefield or a spacesuit or you couldn't play with them like the Xenon, but the difference if you were from their species you could play with their ships.
I don't know, with a bit of clever design the Boron could build an exosuit that they could pilot. (Where their actual body makes the upper torso, and legs can be controlled by their lower fins) however it would likely make their character models larger in size than other races.
It's really dependent on if they need to breath a watery atmosphere, or whether they could use the standard atmosphere the other races use but just needing some "Land legs".
The world may never know.
