Fund Start-up Question

does the roll for a successful fund come at the beginning or end of the terraforming project. I have sunk 3 billion into the funds with no success and cant find the files to read the math on said project. does anyone know how it really works "if even?"

I was wondering the same so i saved before it completes and reloaded around 15 times.
The result was the same every time.
It's not enough to conclude with certainty but my assumption is now that it is decided when you start the project.

After failing the project more than 30-35 times in a row (1-4 attempts per reload) i now think whenever the project is created/updated after a success, it is already predetermined which consecutive attempt is going to be successful, and it could be past the 10th.

I've checked the savegame XML (look for "<terraforming part="), and each Terraforming-planet has its own section that has a "seed" property persisted in the save. So the random-outcome is definitely persisted.

It changes between save-moments, but I didn't investigate when it changes (I completed some projects, but didn't check if it changes before, during or after a project).

I did see that it changes between saves for *all* planets, not just the one I'm currently terraforming, so it seems it gets re-rolled for all planets at once.
