As for resource rich sectors, you can easily find those if you look at the sectors info-tab on the map.
Some big mining sectors are Pious Mists 4. Cardinals Redress. Eighteen Billion. Grand Exchange. The Reach. Second Contact. Pretty much all of Antigone space.

Normal station layouts are random and thus it will be impossible to tell you what location is good for it that has station and resource in the same layout.
Grand exchange is still a good place (at least for my game)
Ore is definitely the one to mine for at the start and always use 2 star miners at the very beginning to increase mining speed.
Silicon require a good captain and other factors to mine at a good rate in 4.0
When you open the map, click the "i" button on the right hand side to open the right hand info tab, then click on empty space in a sector to bring up the sector info which includes resources.
Next type the resource you intend to mine into the search box and make sure there's a station buying the ore/silicon/nividium/ice you plan to mine.
The mining changes made during 4.0 and 4.10 beta really only apply to megafactory level complexes with hundreds of mining ships. Completely irrelevant at the start of the game, but handy to know for later on.
(my miners come from 3 bases in W,E,N in myy profile are screens of the base locations)

There is lots of Ore and Silicon in there, as well as Nividium and Hydrogen. The challenge is the long travel as well as the resource concentration spread over very large distances. Question is, if the AI is to mine there is their logic able to search the explored map far and deep.
The map info recorded 60000K + Ore and Silicon. An idea comes to mind. One could chain build Mine Ops stations and link them with repeat orders towards the gate, using manual prices and blacklists to only move resources towards the station nearest the gate or an industrial complex.
Asteroid Belt works fine if you own Terran DLC. Silicon and Hydrogen
Second Contact XI also works nice. Silicon
