Nobody cares if you attack them, their reputation is locked so you're not making enemies, their destroyers usually have few marines and you can even find SCA L freighters in systems like Silent Witness XI or Hewa's Twin V (though usually Teladi ones).
Find an unowned system and do all your stealing there. The penalties for taking ships there will be very small as compared to any owned sector.

Things like this are answers that basically say:- No, you can't be a pirate. You have to play for 100 hours and make 500 million first, THEN you can be a pirate.
Really discourages new players who want to play the pirate lifestyle.
I can make a savegame the player has allready all Factions on max but nearly nothing else, if there is interest. (savegame would not be marked as "Modefied" no idea if the new starts in 4.1 will solve that anyway)
Just sell off some of your loot to them to make up for the rep loss and you'll be fine.
