Report a translation problem
The mission guidance just plotted the route for me. I went to the wharf it indicated. When I landed the waypoint led me to an elevator/teleporter. When I used the panel to select the destination, it had "Bar" highlighted. Then I went there and spoke to the NPC. If mission guidance isn't showing you where to go with a waypoint, make sure the mission is set to "active" in your mission log. If it's still not working it might be bugged for you. You could always try checking the wharf to see if it has a bar in that case. Otherwise I'm not sure.
The black marketeer just seems to sell the illegal crafting components. The same stuff you can get grinding xenon, for example. So you can still get the stuff, this just makes it easier. Up to you to say whether or not it's worth it.
