You don't, they are part of the lore and may at some point become active either via dlc or other content patch.

In all fairness it's clearly stated that the game takes place a couple of centuries after X3 and that the original jump gate network has collapsed, that and the facts the Egosoft had committed to at least 2 expansions prior to release and the release map is ~1/3 of the final X3 map and there was always going to be more "space" coming.

i doubt every gate will be be active even with DLC's just to maintain some lore that some systems are to be found and reconnected.

The gates were shut down, but each race reconfigured their gates to find others resulting in this hodge-podge network.

Your mistake is that that you're looking at it as if there is actually content "locked" behind those gates until you pony up more chash; there isn't. There's nothing behind them until the dev's get to the point in there schedule, probably many months from present day, that they can actually create content to put there for us to discover. And if you stop and think about it, it's the only reasonable, non-lore breaking for them to add new races/areas in the future anyhow.

Planning ahead for future expansion is not bad, its good planning. If they had released half a game or something I could see your point, but its a great way to let people know theres more coming.
