Docking Computers only affect the Ship a Player is currently controlling... once the Ship is controlled by a NPC its the NPC who is responsible.
However, movement and Pathing of all ships can be influenced by rotation, movement Speed and literally everything that affects the Target they want to interact with.
A Fighhter that is in the critical Process to dock at a Carrier is best to be left allone... the Ship will finish its Docking Procedure at some point... or, if one wants them to be docked asap... they will finish it faster if one is not personally observing them... aka OOS (Out of Sector, Out of Sight).
1 Raptor - 6 L Plasma, 93 DF Turrets, 3110 Heavy Dumbfire Mk1.
2 Monitor - Flak Cannons, 2 Cargo, 88 Defense Drones, 10 Repair Drones
Mk2's DF's are better but 2x more mats to make and not all that much better. DF turrets are surprisingly good against Xenon capitals and of course stations at around 8km.
Makes for a great show with all those missile trails and drones flying about.

That could have been one of my answers... i like it... because its true.
The reason you can equip the Docking Computers and Targeting Systems onto literally everything is that you, the Player, could decide to take control of literally any Ship you own.
Most, if not all Players simply install the Software because, why not?
It does no harm and if you really decide that you want to controll this or that Ship later you won't get a bad surprise because you haven't Installed the DC and can't figure out why the hell the Ship does not Dock like usual.
A Ship can fly without them, they are just there as a Quality of Life thing.
Everyone who ever has landed a Sidewinder in a Coriolis Station does not needs the Docking Computer... but do you really want to do that Procedure every time when you can have the luxury of just approaching the Pad and the DC takes over for you once close enough?
the ai seem to have no problem dock with or without it. that was not the issue in my case..
The issue was to many fighers bottled up outside the carrier entrance at 1 time so none of em fly down inside the ship to the dockpads. other carriers have pads outside the ships, never had issues there.
