What does the orange X inside a circle mean in the station logical overview?

I am not sure if I remember right but I thought I saw that and then saw a warning in a pop up window when I moused over the X.

Either way I think it means it means there is an issue with the resource supply

It means that you have it set to not allow trade to other factions.
