Buying a ship from a faction does reduce it strength though but only if it already have ship losses and need to replace them. A shipyard that already stocked up doesn't really hurt the faction if you buy from it.
Also Station layout is random except for major stations like trade station, wharf, and shipyards.
So each game can potentially have a faction start weaker just because of it station layouts.
Like HOP is very aggressive because it actually the one faction in a war on all three fronts and have some rich resource sectors.(with the ability to get even more resources from conquered xenon sector)
For me, sell means build. I rarely really sell ships to faction shipyards. said sell, is incorrect, I presume. It comes probably from fact shipyard is usually player s main money provider.
If they build them from your shipyard then yah they are getting stronger
All Factions have an unlimited Supply of Credits.
The more Systems a Faction has the more Resources are available to get converted into more Ships etc.
