regaining lost reputation

Maybe I missed it during my search, ( I was sure I read something about it last week) at what point are you unable to regain lost reputation with a faction?

During a XEN swarm, I accidentally angered a MIN destroyer with some collateral damage and unknowingly took out some of his defence drones. (turrets set to all enemies)
Now I'm sitting at -13 with them. (I know! I expected it would have been just a local thing)
High enough to shut me out, but not cause them to outright attack me.

HOWEVER, They have only three installations. Warf, Shipyard, and Goods complex. and When I parked by them to shoot at pirates/smugglers, I didn't get a thanks, or a Rep gain. I probably wouldn't even be able to mine/trade with them even if they had another station anyhow.

Am I locked out from them forever now? Permanent cold war until one of my ships accidentally tussles with them again?
