There are no dedicated pilots, you assign those crewmen to any position on a ship.
Only the piloting skill though has this problem, as raising management skill is very easy, just let the pilot do trades for you and before you know it you got a 3 star manager without even using the seminars.
Same for service crew, they gain skills on a decent level. But even here I would give you the tip if you start out fill up the service crew on your small ship (leave one spot open for passenger transport). Even if the service crew doesn't do anything in a S ship, but then they will be already better trained once you move to M ships.
