Basically it's a numbers game, and PAR will have the numbers.
What this means though is they usually get on war stance first, relieved from Xenon pressure first, and roaming sectors with patrol fleets first. They are at war with literally everyone though so those patrols begin stomping down on any industry they blunder into. This is the "swing" point in the game for HoP. If you stand back and do nothing they will forever be stronger than those they face, if you step in the other factions will eventually catch up fleet wise and have no trouble containing them. At the end of the day the HoP are on a timer. Either they get out and smash everything enough to be comfortable in expansion or they take to long and slowly get squeezed tighter and tighter by all organic life in the galaxy.
I would suggest getting some trader/miner in the surrounding sectors asap with trade order to not interact with HoP stations. This will GREATLY help to even the playing field as HoP wont target your ships giving the losing NPC faction a guaranteed supply line. You could also sell the losing NPC factions some war ships(for best results give them ships while in sector and HoP ships visible... If you do it out of sector im told the sold ships disappear eventually once off your map). Eventually though the player has to decide what to do with them. You can be friendly with everyone in this game but sooner or later the HoP will be crushed to irrelevance or kill your allies, much like the Xenon.
Do the paranid plot and choose war... the steamrolling will stop :)
It's also good to install mods that add empty sectors koz the factions will expand into them if they loose some territory !
You could also hurt the HOPs economy. IE buy up all the hull parts, and keep buying all the hull parts, so they cannot make any ships. When ANT or ARG attack a HOP station, be there to hack its defenses
So ignore the war then. Just because they are at war, does not mean you have to be at war. only one you have to be at war with is the Xenon.
But it sounds like you want the argons to do good. but don't want to fight HOP yourself. And like I said before, support the Argons by keeping the shipyards full up. That will allow you to just build your factories in peace.
You can even go as far as join the war of ARG vs HOP. they will have you undock and shoot an un piloted ship. This act does not put you at war with HOP. However it does give you missions like build defenses. You can make good money building these stations for Argon. It helps them with the war. And you don't have to fight yourself.

If you truely dont want to fight the HoP starting the war quests and building some above standard stations for the ARG would be your best bet for long term peace in the region. You cant make them stop killing each other but you CAN make the odds evened out so its a slapping stalemate.
War is good for business though, can't have one without the other.
Oh, i bet that was a cloaked SCA ship or some shenanigans, HOP don't use split stuff afaik. Shoulda scanned it to know exactly what it was..
I didnt see them attacking anyone more that 1 border away from their sectors.
