How to use seminars?

So I bought some of these piloting seminars. How in the heck do I use them?

I was standing behind my newly purchased 0-star pilot while he was sat in the pilot's chair. I clicked to Talk and there was an option to give him the pilot seminar I had in my inventory.

Ah, ok, so it needs to be a level the npc can use. So a 1 star seminar is useless to a 2 star pilot. damn it.

Really? So seminars have stars? LOL Unnecessary difficulty.
