To be 100% that you won't take any consequences when you kill them i would recomment to Scan those Ships first.
The Report you mentioned and its rejection by the Station also indicates that this particullar Ship has a very low Reputation to the Station in question... it is most likely an Enemy to the Owner Faction.
To the last Question:
It is not neccesary to Start anew when you want to benefit from the Changes, though it is needed when you want to benefit from them in an Instant.
Older Saves will most likely be compatible but due to the nature of Patches it can take a while for any Changes to show notable effect.
If you are in Argon or Paranid space, when you scan them and they come up as SCA they will get attacked by sector security (if they are around). The Teladi won't back you up, so be aware.
Though one additional question: Scanning them; is this simply using Shft+2 for Scanning Mode; or is there something more specific I need to do????
As to the second question; Once more; Thank You; Crossed Fingers I can live with the changes coming slowly, as I like the flow of my current game; Slow... but moving forward :).
You have to active scan the ship.
Activate scan mode get into 1km range either right-click scan the target while inside 1km or use the hotkey instead and stay in range.

I tried the SHIFT+F but it didn't work for me. I looked in keybindings and couldn't find an option to set anything for SCAN. Am I missing something or not seeing it in settings?
LOL -- I had the same issue, but figured I just wasn't doing something right, and just let the matter go, since I wasn't being dinged for the fight.

Unders Menu Access I have the following: Open Quick Action Menu; Map; Mission; Property Owned; Player Information; Current ship Info; Help; interaction Menu; Object info; Object Comm; and Target Object in Map.
I'll map Object Info and try that in scan mode; but it's the closest thing I have to Scan Object.
