also during the first load of a game it is guaranteed that everything is there to get the economy started... that means mostly hull part and claytronic factories... if something is in very high demand for some time the Factions will setup their own additional Stations.
again... there are usually 1 station of each for each faction right after loading a game for the first time.
you just have to find it.
I started placing single buy orders at each wharf I discovered. They did eventually build my ships after working through the queue and resource delays.
In my save Argon Prime seemed to be getting the fastest results.
I did not use ships to 'fix' the supply issues. I let the game run and it worked itself out.
normally the script that is responsible for this kind of mission should clean the ships up...
unfortunately it doesn't...
so, take your free ship(s) as long as this bug isn't fixed.
luckily in my game the engine part Station spawned right below the argon shipyard and i'm having a field day making ships
