has your station a liquid storage and a consuming module attached?
if you don't have a liquid storage & production module on your station your ships can not unload their cargo and therefore can not fullfill their purpose.
in that scenario they will either idle around your station doing basic maneuvers or, worse, go onto patrol duties.
have liquid storage and its a gas miner i have graphene production module installed on my station
Of course make sure that the liquid miners have space for Methane before doing this. If they have other gasses such as Hydrogen or Helium they might not be smart enough to drop the cargo to have space to mine the required Methane.
