Additionally one can help the economy along by shooting up pirates. Pirates can cause a lot of havok to technology factories both delaying/destroying shipments and wasting wares. It can cause a vicious spiral since lots of pirate activity means lots of trade ships needing replacement or restock which means fewer deliveries and more demand for engine parts. I noticed a massive improvement in my Teladi economy and warfs once a cleaned out 7 odd Behemoth and multiple other pirates from Bright Promise while restocking the factories with raw materials.
We shouldn't have to deal with this, I made a post in egosoft forums where I suggested that if ship upgrades do not require use of wares which are limited should be moved to the front of the queue in order to receive their upgrade. The suggestion to just build engine parts factories nearby to solve this immediate problem is... convoluted, at best.
You could try to right click on your ship info and cancel the order to change equipment, and then send it to another shipyard.
For example I have had ships stuck waiting for engine parts while restocking on torpedoes which do not need any.
If everything isn't available for the build, it should reserve the mats that are available (along with the ships place in line) and go onto the next build, doing the same.
When new materials come in, they should be reserved for ship 1, then ship 2 etc.
In this way stuck ships will keep their place in line and continue to get first dibs on all incoming mats, without blocking the ships behind them, which already have all of the needed mats for their upgrade.

By now it should be common knowledge that this "Issue" resolves it self by just being patient... Shortages and the resulting Wait Times are a Game Mechanic, not a Bug.
It would be a Bug if the affected Facility is stocked with Wares to the brim.
