been trying to find these for the last 30 mins so i can make the meals to finish this mission. where abouts do they pop up most?

In loot canisters.
Like the sedative ingredient from First Aid Kits they mostly drop from loot.

I think I got most of mine with drops. Also been trying to collect fresh fruit to craft a fine meal.

In theory could potentially buy them from a sales counter.

But of course, you can't know what is for sale (or purchase) on any station except bulk cargo trade wares without walking right up to the desk and checking yourself.

Such a waste.

Cant know who sells argnu steak. But you can know the exact amount of meatm that steaks are in lore made from, 10 sectors away. But that's no guarantee their indoor sales desk will be selling it (or that the sales clerk will spawn correctly).

Argon space, and trade stations are you best bet for wildly guessing and trying every sales desk until it works (My sat network also says a HAT free port is selling Meat while ARG and ANT trade stations are not, go figure)

Expect there to be not quite enough to meet the mission the first time you do find somebody selling it.

I have found them at NPC vendors on various stations. Try some of the larger trade stations or in most cases they seem available at Pirate bases as well.

Npc traders always seem to have random inventory, I always buy a little of each ware just in case I run into a mission where scrubbers it crystal bits are needed tho, I have unlocked 7 or 8 bars with 3 having black market traders

They are crafted inventory wares. Use a crafting table to make them. Required resources can be found randomly at station traders.

They also are found by shooting up criminal civilian traffic.
