I tried your advice, made sure to "Remove all orders" etc first on the miners, then moved em all to argon prime. Reset thier orders to max 1 jump but still they visit more than 1 station (they go from prime to True Sight) . im going to try to make the ore miner a silicone miner and see if that helps my silicone ones seem to do what i want atleast lol
I also just talked to the npc to join thier war against em. At this momemt iam at around 1+ with the holy order and iam going to to thier sector and kill some civilians and see if my traders will stop go to thier sector when im considerd me an enemy to them.
Note; i got no satelites in any of thier system either im planning to place some when they see me as an enemy
Edit; also sent a scoutship to True Sight sector (which is the only HoP i've got on my map atm) now to put some satelites in there to see if this changes anything.
After spending some time in SETA i think its safe to say that if you are -15 with a faction, your traders will NOT visit the enemy sectors, even though the price for ore is good there they do not go there now.
Leaving the distance at 0 I assume would limit the miner to the current sector, which it doesn't.

That's certainly how it should work.
Good for profit margins.. Unintended though. Kinda feels like a universe trainer had a kid with the sector limit choice and the kid didnt quite turn out too smart.. dodgy bugs.
It's an answer that doesn't even work for the goal of "I don't want to trade with X factions" in many cases.
Argon subfactions in particular will often have a mix of faction stations in the same sector. I've even seen them share a sector with SCA at times.
The reason they no longer went in HOP space at -15 is in your post, they cant dock = the ycant sell, so no reason to go there.
