Quest Marines Needed help

I have 2 marines on-board my ship and I'm trying to drop them off on this station that needs 2 marines but I'm not sure how to do it.

you sure the marines are the proper level? Generally those missions ask for high leveled marines.

I´ve been told, but i dropped the quest at that time, that to measure the level you have to be aware of this:

If, for example is asking you marines with a level of 4, it´s not saying that you need a marine with 4 stars, but as each level is splited in 3, ( so a 3/3 equals to 1 ), you need a marine of 4/3 equals to 1 1/3.

Ok this took me all day and was quite frustrating, but sadly its super simple. First off I knew I needed nothing but hte most mediocre marines as the mission told me they had to be trained to a half star on boarding and morale (the ones I bought with a a new ship were trained as such). But nothing I did would complete the mission, I even went out and bought two veteran marines that cost me about 200k and would have made the mission a total loss if I gave them over for the measly reward I was offered, but still nothing would complete the mission.

Here is the key, dock at the station that wants the marines. Go to the Information section of the ship with the marines and click the crew tab. Right click the marines you want to transfer and choose Comm to talk to them. You will see an option to transfer the marine. That's it super simple but so not even close to intuitive.
