Report a translation problem
1. Set up some auto-traders next to the yard in question. Set their wares lists to whatever the yard is missing, set the sell gates to 0 to make sure they deliver to the yard in question, set the buy gates to just cover some factories that supply the missing parts.
2. Build a station next to the yard in question that makes the missing parts.
3. Spend some time manually stacking up trade deals for the missing parts untilyou shipped enough to build the ships you want.
The first two are very profitable for you and also will usually enable you to get whatever ships you want whenever you want in the future.
I don't have the money to build a station or buy a fleet of auto-traders yet, so I'll just have to do it manually for the moment.

Still doesn't complete my ships. Is that a bug?
I remember that I hacked some computers on this station and don't have a clue what happened. Is that the problem? Can I unhack them?
Note that there may be a build queue which means that somebody else's ship might be in front of yours. At the moment I am not clear whether the number of missing parts displayed for you relates specifically to your ordered ship or to the ship currently at the top of the yards build queue or both (all). Mayhap someone else knows.
I say this becasue in my experience if the yard says I'm short of 1000 engine parts to build my ship and I see my ships have delivered several loads of engine parts that doesn't always seem to unlock my build.
But since I've always done this with auto-traders or stations I can say that setting up a delivery of the required parts does eventually lead to the yard being able to build all the ships you are wanting (within reason I guess).
You probably only need two or three auto-traders to get the job done. A spot of crystal mining will probably ge those for you. You want proper freighters (like Mercurys) delivering full loads one after the other.
What would you do in real life? Wait for the them to deliver more or get them and deliver yourself. Or cancel.
It`s not rocket science.
you may have been way down in the build queue too... ive only had it happen once to me, where i bought a XL ship and the station was building one for NPC that i had to wait until it was finished but it did happen. no reason there couldnt be a pile of ships queued i suppose.

go HOP, work for them, they invite you to war against Argons and PAR,
then you need money and ships to win it, now you know what you are doing and what is your task and why.
now work yourself up, I needed 150 h of playing, station building MANY drive parts, even more smart chips, if you deliver those, other parts are missing, and if you FINALLY managed to fill the goods, you are finally able to buy ships,
and start the war! with your driven faction, now you prospery! thats a blast to play! HF clearing those sectors! Its a life task!
