When displaying information about a system, resources are listed, including how much power the sun will supply (as a percentage, with 100% the being the norm).
IIRC population also affects solar panels, the bonus from having some can thus expand the generating capacity. But keep in mind it also affects more or less the power consuming modules as well.
Haven't made a study of it yes, but i seen some variation. Maybe the station manager tries to balance it out as needed, if its a small adjustment in workforce allocation.
However this is not free. Since population consumes food and medicine and is needed for such a bonus, this basically means you create some additional product using the module from food and medicine rather than whatever raw materials the module normally uses. Since food and medicine can be quite cheap, this can be a huge per unit cost saving for some more high tech products such as Claytronics.
Only issue with work force is a station can at best gain 1 per minute. Modules use hundreds workers so it is very easy to build a station that will as good as never get the workforce it needs.
