thats not true .. if you dont have priates as enemy i mean red one you met most of em as neutral and they are blue to you so you maybe didnt saw this kind of pirates ... if you realy want war with pirates you need to lower reputation with them . Then you will see much more pirates in space :D GL with it btw .

this is true, most pirates are neutral to the player at the beginning,this is to give the player a chance to decide if he wants all out war or peace, I think this is a good thing
pirates are those you hear on the radio requesting cargo dropped, if you hear that check all the ships around and check their factions, attack those who threatend others those are the baddies :)
Police are not baddies they will say over the radio that they detected Illegal goods however
like you say Scale Plate Pact are totaly pirates and other guys are more like smuglers :D thats Hatikva free league or something like that :) . but if i can advice you ... better to fight scale plate then Hatikvas coz they are so close to argon sectors where most of us trading etc :) . Have a good time in game m8 .
I frequently hear this Paranid demanding such a thing.

Some of them are pretty comical, especially if you imagine the Paranid fist pumping and then shaking his fist when he says "Lowerlife!". xD
I personally set up a Global Alert for Scale Plate Pact L ships then when one shows up I go capture it. Alternately, any ship with the name "plunderer" or "marauder" in it is an SCA ship even if it says it is Teladi. You can't shoot it until you expose it - so get in close, go into short range scan mode and scan it. That will reveal it as SCA, then you can start shooting it.
They're usually in Pious Mists and Trinity Sanctum and Grand Exchange or any of the Teladi sectors. The nice thing about the SCA is their rep is locked with the player at -5 so you will never get worse with them.
