Any crafting bench can make them, but you need at least 1 of the crafting items in your inventory for it to show up in the list.
Crafting benches are in the stations right next to the merchant.
Pretty sure it only shows up on the crafting bench once you have 1 of the 3 mats
The programmable matrix is the most common part in general, it drops a lot from xenon and npc ships (seen many from HOP and PAR ships in pontifex's Claim, where they both wage war), sometimes even 2 at once. It is also a good way to make money at the start go to e.g. Ianamus Zura IV and wait for npcs to destroy xenon ships, there will be a lot of those parts around.
The engine part is the most rare but it also drops everywhere from what I have seen.
Once you have all 3 (1 of each) you can dock to any station, go to trader section and once you leave the elevator, look strait left and you will see the workbench, there you can craft it.
They can also be obtained as loot rewards for completing Ventures missions, but since the drops are random, it shouldn't be relied upon solely.

Once you have the three parts required, use the crafting table at any Traders Corner on any station dock.
SETA is a little over rated though imo. There is often so much to do that requires your participation, so sitting still somewhere speeding up time can in a way be wasting time ;)
