There are as many "bad" guys as you can handle, ppoke a paranid or two, BAM! plenty of of red ones.

Also, when you just start out the universe is still sort of, building up, if that makes any sense. It'll take the Xenon, Khaak and Pirates a bit of time to start getting ships out there.
The way this game works, you and all of the npc factions are building fram scratch essentially.
So they take time before they start going balls to the wall on your face.
In fact, this universe is downright tame. Pirates are gone (and what bonehead thought THAT was a good idea?), so you can fly through sectors without fear, miners can mine, and traders can trade without any precautions. Xenon seem to have poor shipbuilding skills, to the point where friendlies wipe out most of their ships within the first few play-hours into the game, and then they rarely build more, resulting in no border skirmishes. Khaak.... well, they were never a strong offensive threat in vanilla X3, but they're kinda weaker here regardless. They hover at the edge of systems until you get close, then the hive turns into... 4 N's. That can't even figure out how their own weapons work. Yawn.
Umm, pirates aren't gone at all.
I get attacked by some every few minutes and have lost a few traders/miners to pirates.
Gimme like 2 hours for exact name, at work right now, but I've run into pirates everywhere, Xenon in SW/SE/NE/N, not in huge numbers yet, but it started with single ships and then I ran into a group of 3 and then five lol.
They're building and expanding, so it takes time

That deffinitly wasn't there last time I checked.
At least I'm wrong about pirates, which is a good thing. Hopefully I'm wrong about Xenon too... but I really don't want it to take another 100 play hours just to find out.
that's a smart move though if you think about it. - totally something we'd actually do. although not so sure how it'll pan out gameplay wise.
The only guys i'm seeing now are those miners (even when there is nothing to mine). I used to met hosiles away from the center of sectors, now absolutly NEVER. (exept a few xenons in their own sectors, and kaaks around thier base, not even aggressive).
Tell me i'm not crazy, maybe those patches idk....
