It's still pretty early in this iteration of the game to see how Empire building goes. Everyhting happens in real time (no one seems to have gotten SETA yet) and therefore very few people have more than a couple stations up and running of that much less cleared an entire sector of space through sheer combat.
Hpwever, at present it plays a bit dumbed down and is actually more shallow than modders made x3.
For me X3 is still the king, but maybe this will be the usurper in the future. X3 + Mayhem mod allows empire control of sectors and takeover with diplomacy.
I have this game from GOG, and at present Im shelving it until more patches flesh out some of the more intricate things. It seems more complicated but having looked at it more I think they've taken away a lot of the control and actually made it easier. I like the economic depth they are looking for, the parts upgrades and other things but it's just not as good as x3 yet. If you are looking for economic builder and empire - the X series has always been the best.
So is it worth a buy ? Yes, but the caveat is that it needs some time and tlc
