Is there a definition on when you would need the personal scanner?
Yeah that would be good to know.
1. The red scan dots that unlock discounts and blueprints?
2. The generic station scan on each module to reach 100% station scanned.. with so far no benefit? (at least i have not noticed any benefit after scanning a station for 100%)
1.) I don't know what scan dots you mean. The signal sources?
2.) Yes the station/ship/module scans in short range scan mode.
also Trying to figure out what this signal source needs to interact with it. No icons I have access to give me any clue what that blue bit is with the briefcase looking bit.

Sort of. It's actually useful if you want to know what the object produces/trades to determine it's value and also potentially interrupt commerce; so you can undermine trading/production and divert some of it your way.
