By the way its Shift-2 for short range scan mode. Their are also other things that happen sometimes you will hear White Noise and see a little piece of the station that looks like it has broken wires. You fly as close to that broken wires thing and then click on it. That can give you anything from Missions to blueprints.
sometimes it will give you missions sometimes blueprints and sometimes discounts.. Blueprints can also be obtained at the dock in Argon Prime (Argon Blueprint) at the big Dock

But OP best way to get garanteed blueprints is buy buying them from faction representatives which resides mostly in the prime sector of the faction on one of the main stations.
I dont EVA, just hit Shift+2 and fly close the station parts or sparky signals with your ship
But you fly to a station and press Shift+2 and then you enter the scan mode and then you just fly arround... now you have to listen for a beeping tone, and look for a red marker.. In my case the only one i found was barely visible and was a box inbetween two base sections rather hard to see. But i found it and moved further and click on it with my mouse and after a few seconds i had a base section. The above method is free and cost you 0 money
I dont know if you get 1x random base part for free, but i think that you just get the blueprint and then it kind of unlock that thing for you to buy without you maybe having enough XP to buy it with a faction... but not 100% sure about that or how it work..

THe more easy way to get something is to fly arround in a sector of a race and kill criminals, or solve missions in their sector... everytime you do something the faction like in their sector you get more faction points ( xp ) and when you become level 10-11 you will be invited to visit the factions HQ where you are now able to visit the leader.. .The leader will promote you and after that you will be able to buy blueprints and factories and L and XL ships.... ( except the carrier and battleships they require even more faction points ( xp ).
I was my self just promoted and i can buy example 20 different blueprints such as factorys, docking area, storage and such things. AND if you open your map view and right click your station then you will get the base design screen where you can design your own base.
( i did a mission for a boron scientist that resulted in me getting a base for free...
the mission is named " the experiment ).
I can build on this base if i want, but to be honest its look like a little dangerous area so i might build example a solar power plant somewhere els as a start.
And then there's no real indicator of what you've already scanned... So if you re-visit a statiopn you've 87% scanned, which parts exactly do I need to cover to get that 100%? Oh, and let's not forget, you just might have to EVA into some obscure nook or cranny to get that 100%... I despise this part of the game play...
I love this game so far. But I hated X:R and I hated the scanning was pretty sad it came back in this game. But it is what it is. I too will be waiting for the mod that kills this.
Couldn't agree more. DEVS needed to stop this time waster. It's a damn game DEVS, I'd rather spend a full couple minutes having my ship just target the damn station and slowly increase the total scan of it similar to how you repair things. Why in the 9 hells would you put this back on us again after Rebirth? o_O
2) Fly very close to it with scan mode on. Look for red dots/radio sound around needed production modules
3) Once red dot is found, fly really close to it
4) If you're lucky, you'll get a blueprint for a module which you scanned red dot on.
If there are no more red dots on said module - go find another station
