Is there a way to activate this or is it passive? I can't get my head around it.

Pretty sure it's just an upgrade in terms of what is revealed when you scan ships.

So you just need to be in Scan mode right. Its strange because I still have most details of the ships as question marks even though I have upgraded all the scanners

Get very close to ships, right click and click scan. I believe it just gives you more information on the ship with the police upgrade. In previous X games the police scanner gave you more money for destroying the ships / criminals so maybe here as well.

Ah thanks, Didn't realise I had to right click. I knew there would have been a few things I had forgotten. Thanks for the info :)

You need a police license aswell I believe before you can go around collecting cash for killing criminals.

Is there a way to make people surrender in the small ships?

Most people are saying its random on when they will surrender just gotta keep shooting them until you see a blue or purple box around them rather than a red box.

I found the context box for Comms lol, you can hail people and tell them to surrender or drop cargo, now i knowv
