(It was easier docking in Elite on my Amiga in the 1990s, just saying.)
It was the same for me. But I has one red circle on the top of the read lines. I needed to put the cross hair in that red circle if that makes sense.
In other posts I have given many alternatives to manually docking, including buying a docking computor, ordering the ship captain to do it and even teleporting away and treating it like any other ship from the map.
Key steps.
Ignore green line with dot in until you are hovering over the landing pad you see the green ship landing on.
The turn and look at gree line with dot and arros

While hovering over pad were green ship was landing you need to pres a,w,d and s until it is all green. Then pressing s will land you.
