I used to have an AMD card in the past before I upgraded to NVidia, which apparently left an old vulkan file on my computer. The message I got after running vulkaninfo from the command prompt was "C:\WINDOWS\System32\amd-vulkan64.json does not have an 'api_version' field".
Tried running DDU and reinstalling my NVidia drivers but that didn't work for me. So I decided to manually delete that "amd-vulkan64.json" file, which did the trick for me. The game now starts up, and I can finally have a look at it lol

I too deleted amd-vulkan64.json, but i NOW actually got an error message instead of just a crash:
X4 - Fatal error
A fatal error has occurred and X cannot recover:

There's TYPO inside this file it's written: "abi_versions"
so the cmd command vulkaninfo said that this file doesn't have "api_version"
LOL, so guys u can just rename that TYPO with "api_version" and it should be good now
Now, if I only could see the Mouse coursour in game...
Did you go from amd to nvidia in the past like in my situation? If not, maybe try reinstalling the vulkan runtime from https://vulkan.lunarg.com/sdk/home to see if that fixes your problem. No guarantees though.
if not i have to buy a new graphic card so i have to know if this is the problem
Good find lol, I didn't even check the file as I had no use for it with my nvidia :D
