The gates do function but after the great gate shutdown it's very possible that the gates found each other by random chance and reconnected but a lot of the other systems are likely disconnected from each other, but there is a good chance some gates don't function at all without anything to connect to.
Personally I liked the gates from X2 and the jump scene. Never knew they were alive or something.
The story of X-Rebirth (the worst in the series) is that there was a gate shutdown and the systems got isolated and ruled by corporations (!!!). At the beginning of X-Rebirth storyline the gates start working again but at "random" order jpoining. There are some that are not even connected at all.
This isn't totally accurate.
The gates are reconnecting randomly after the shutdown, but not all the systems were taken over by corporations, just Albion and Home of Light were taken over. Plutarch ruled like tyrants, while Terracorp just wanted things to continue running so they took over defense and administration. Terracorp will probably turn things over to the Argon Government shortly after restablishing contact with Omicron Lyrae. While the Heart of Albion (loyalists to the Argon Government) team up with the Republic of Canterra and the Argon Government to drive Plutarch out.
Omicron Lyrae saw itself continue more or less unchanged with the Argon Government, they just didn't have any contact with other branches of the Argon Government.
Devries saw the stranded Terrans form their own republic called the Republic of Canterra.
The Split Family Ryak also continued things as normal in Maelstrom authority wise, but their proximity to a Xenon Horde saw them become far more sneaky and engaging in less straight out conflicts.
And the Teladi Union in Fields of Opportunity kept going as per normal minus the loss of contact with the rest of their civilization.

Thank you for this, was interested in the lore behind everything but despite having rebirth, couldn't bring myself to play it.

I know, was just trying to give some basic info whithout geting too much inside what happens in XR. just the general lore. BTW I haven't finished the Rebirth campaign, so I don't know what happens when HoA reunites with the Argon Gov, never even reached the point of discovering Omicron Lyrae!!! Always got stuck in building the factory in De Vries. Not that I'm missing much I think.

There's a not that adds a station to a non-pmc faction (can't remember the name though) that will make building the easier a bit.
I'd recommend escorting your freighters though if you do as the station is still in pmc territory
