How to Black List Sectors???

I've read in the pathnotes that you now actually can blacklist sectors. But when I look into behaviors menu of my miner it only has the option to use global settings.
Where the hell are these global settings? I can't find them. Please help!

Go to your player information screen, then global settings, and create a blacklist. You can set it for all civilian or military ships, or leave that option out so you can assign it to single ships.
