My advise ; look on your civilian ships crews either captain or ships crews but not soldiers. Probably you not find the rare pearl, but if you can find a 2 stars in management it is a good start. He will slowly gain experience and stars with time.
I can't say for sure that I am correct on the following but from what I can see so far.....
For Crewmen:
If you set the ship on Trade they will increase in Engineering and Morale
Patrolling will improve Engineering and Morale
For Marines
Trade will improve Morale a little
Boarding may improve - possibly if the ship is attacked and successfully escapes
Your Captain will improve in Piloiting, Management and Morale
When Patrolling your Marines will improve a little faster on Boarding but really only gain Boarding * if used to Board.
To get a good crew together I transfer more experienced crew from one ship to another. My Destroyer has many crew with :
Pilot 3*
Managment 3*
Engineer 3*
Morale 4*
My Station Managers are 5*
My Marines are at best 2* as I have only made a couple of Boarding attempts although I have killed over 1700 enemies with my playership Destroyer.
It should be noted I have only played since Build 2.50 as I heard earlier builds had more issues with Training.
And then you move those in what they are the best.
Whats difference between 0 and 5 star manager is unclear to me aswell.
I've received several 1 and 2 star pilot books and even a 3 star management book.
