How to Refill Manpower on Fleets?

I tried to invade an enemy system, but I was defeated. Now I'm out of manpower to invade. How to refill it?

Your planets produce it, and having more food production helps.

To refill manpower in a fleet you will need to orbit a system within your sphere of influence. This starts as just your own, owned systems and can branch slowly outwards to other systems as your bubble grows in size.

I mean if I put my fleets at the center of that bubble, will it refill faster than if I put my fleets on the outer ring of that bubble?

As long as the bubble covers the center of the system it counts as 'within' and can resupply your fleet. That said, Trolleur_Durden makes a good point that if you do not have manpower in reserve the fleet will not refill. It may also take a few turns to refill manpower unless you have a Hero of appropriate level to take the rapid refill perk. Forget what it is called but it's tier 3 in the Common/Top skill branch, along the right side.

There's also a module that increases the number of troops that your fleet carries and how many you can send on the invasion. I usually bring along invader ships with a scout hull and a couple of these modules and a bomber module to reduce defenses faster.
