I've granted it permission to install the update. Which it might have. Why did it start the program? What possible reason is there for that?
The only relevant DLC right now is the Vaulters DLC. Everything else you can ignore
That explains it, mostly. I've had other issues trying to click on things in Steam's browser. I'll have to keep the game running in the background next time I try and download those DLCs, then, and hope it doesn't cause any installation errors. Which will be even simpler if @Satoru is right, as there'd be no installation to screw up in the first place.
You should be able to confirm that they are installed by starting the game and clicking "Content" on the main manu. There are three tabs, the third one is "Updates", and it should list all of the fake DLCs.
I've looked them over and it seems like you're right. How odd. I've actually got a listing in my Steam Library page for ES2 that says "Galactic Statecraft Update" now. It's the only thing in its DLC listings. But I have definitely noticed the other features mentioned in the "Free DLC" in the game already - fighters, "Antihero of such and such a description", etc. Damn it... this means nobody's actually fixed those outlandish trade value imbalances yet.
