Live in NA, can I play EU?
I live in NA but I have friends from EU. If I buy this game off steam can I play with them?

Yes. As long as you choose the same server, you can play together.

Also your account works with ANY version of the client. So you can play in your chosen language or another if you want.

Well there is one region lock, for the SDO version of FFXIV. But you don't want that...

That's only because the Chinese have this thing where they need the game edited over heavy scrutiny to put out even new patches. They're only in Patch 2.4 right now where the rest of the world is getting the final version 2 patch in a few days.

As a warning, note what server you're on and keep that in mind for your language settings, Players often complain about long queue times while on a server that doesn't match the language they speak. In game party finder and duty finder matches parties based on their languages. Meaning if you're on a Japanese server and don't set Japanese as a language, chances are you'll never get a group.

You can play on any region. And best of all FFXIV, like its predecessor isn't such a timing-intensive game. Unless your lag is attributed to more than just distance, pretty much any situation that requires a reaction (such as a hostile AoE cast) will be forgiving enough for you to respond.

Keep in mind that while gameplay isn't locked, billing related issues ARE.

Codes are region locked to NA/EU/JP. And you can only use a credit/debit card in the region your account is based in.
