Sitting in the inn-room, most of the bandwidth is from your chat. Practically zero. Go people watching at the Gold Saucer and you're hitting near 5~7 kb/s during an event.
Odin's FATE would be at the opposite end, around 4kb/s minimum ~ 20kb/s maximum. [15 ~ 72 Mb per hour].
I think I average around 4 Mb per hour. A few FATEs, a few RAIDs, a couple of dungeons and walking around in a session of around 4 hours, I would've downloaded around 20 Mb. I don't spend a lot of time in high-traffic areas otherwise.
YMMV. A lot. You should assume at least 20mb / hour.

Mb - mega bit (if you're being metered in MB / Megabyte, then roughly speaking 9 Mb = 1 MB). Sometimes written just as 'mb' even though that's milibit but like anyone uses that.
We should also mention that after you do the initial ~9GB download from Steam, you'll download a further 8 GB to get the game up to date.
