You have to right click on the launcher ( fallout2.exe ) and click on property -> compatibility -> change the colors on 8bits (256) ! And that's work !
For some obscure reason this key is automatically created every time the game starts and that is just not wanted for it to run properly a second time around. Don't ask me why it is created as it won't run when it's been created. I stopped searching for logic. Microsoft too so it seems, for this kind of thing keeps popping up all the time concerning legacy modes/applications. When the cart gets too heavy to tow you just kick off some of the deadweight (so they seem to think at MS, fingers crossed and Hail Mary; I can almost hear them sigh with every new presentation, I feel for them, I'm an ex-software engineer myself.)
