BTW really ugly to build from scratch ingame a CV
Its much easyer to spawn a working CV as Start for a own.
There you can work on during you play and evolve it to your own
Made one extra for that

Some people like building in survival, I do, however there are advantages to build in creative and spawn you ship in survival later. Pay attention to blocks you may build at your level and to the resources needed. If don't have access to certain resources, do not add blocks that need them.
For example the warp engine for the CV needs resources that aren't available on starter planets.

but as stated you need the CV Starter Core not just the core, its the one in the Building Blocks section not the Components section to start from scratch
I believe this is the correct answer. You need to build on a "base". I always build a landing pad a little larger than the ship I plan to build. Currently my pad is 100x100.
And the same as Lhetre, I only build in survival mode. I find it keeps me immersed in the game better.
Building a CV from scratch?
For the starterblock no base is needed
If you are on a Server or Building in Survival, you can make a SV Work Platform to fly around the CV while you build.
Or you can build it in Creative and just have the jetpack on all the time to fly around the CV.
DOH! that was my problem, I didnt use the CV starter block, I started using the control block from the Constructor
Just keep in mind that devices like Warp Tanks, Fuel Tanks, etc give off Heat & Radiation.

This is nothing new, we've been doing it since at least 0.4, even when you had more resource access (everything but Sathium, Neodymium, Zascosium and Erestrum on Akua or Omicron; Sathium and Neodymium in the asteroid belt or on the moon).
Again, this is not new, devs have been aware for a very long time. Did you actually think they would put those items on the planet and not be aware that you could use them that way?
