- use your homestead. This can be placed anywhere on the server, and has a base of 16 claims. You can only ever be a member of governments that cover your homestead, so if you place your homestead outside of all towns, you cannot be a member of any town, and will need to wait for the larger Counties and Federations to come online to get claim papers that will work to expand it beyond 16 claims
- use vehicles. They come with their own deeds, and don't care about government borders, but the only thing you can do with them is store stuff & move it around, so you can't claim machines or farm plots this way. They work OK for a remote mining or logging camp, where you move stuff back to your main base to process it.
If you move your homestead outside of all towns, you will need to give up citizenship in any town you were part of before, but you can own things in a town you are not a citizen of by buying a town stake & papers, and using those inside the town.
