Also as someone with an EVGA power supply I really can't recommend an EVGA power supply, had to RMA mine multiple times for various reasons.
Also, that GPU is not worth buying; it is outdated and will give you poor performance out of the box, and worse performance in years to come. The AMD RX480 is a far better option, or, if you want an Nvidia GPU, the 1060 seems decent. Both are fairly low cost (>$300 USD) and will be useful for a few years.
I would personally recommend the RX480 8 GB model over the 1060 due to how poorly the x60 series of Nvidia's GPUs tend to age versus AMD GPUs; the 480 with 8 GB of VRAM should give decent performance for a number of years. If money is extremely tight you can save around $50 by buying a 4GB VRAM version of the 480, but considering the overall cost of building a PC and the ever-increasing VRAM requirements of new games, I'd recommend spending the extra money.
EDIT: Also, why did you choose to go with 32 GB of RAM? 16 GB should be more than enough. Keep in mind you'll also have to pay more for RAM if you go with the Intel CPU as it uses DDR4 memory, but 16 GB of DDR4 RAM will still cost much less than 32 GB of DDR3.

Tried verifying games cache, doesn't work. I have completely purged graphics drivers and reinstalled several times recently for other reasons and it hasn't seemed to replace Vulkan. Gonna try it one more time with the full Geforce experience and everything. If that doesn't work my next option is to reinstall Doom.
Not a huge deal as I can still play just fine in opengl 4.5 API mode but now that I'm aware of Vulkan it's really gonna irritate me until I get this worked out.
