So 1 Tank = 1 PAX.
Seems like a bug.
No this is not true, if you have the first PAX destroy both tanks, then it will never spawn more PAX after the first one is destroyed. I am 100% sure.
I don't think this is the case though because it seems that BC can summon an unlimited number of PAXs. There's one post on the forum about a guy fighting more than 80 of them!
It seems to me that unless both tanks are destroyed, BC will continue to summon PAXs.So what happened to me was a bug where he continued to retreat to summon, but no additional PAXs came (just the first one).
I think your idea is a better one in terms of boss design, however. I think the trick with the tanks should be a shortcut for beating BC, not a quasi-obligatory strategy as it seemed for me at my Core Level.
