DX11 support is likely because they want the game to run smoothly with Windows 10, which is a DX11 platform (and you're deeply encouraged to open this end of support for ease of use.)
At the time of FF13's release, Windows 10 wasn't yet a thing.

That's actually a bit backwards. Dx12 is W10's thing, and dx9 and 11 both can run on win7-10.
If I was trying to say they wanted to make it Windows 10 EXCLUSIVE, then sure.
It's going to be an unpleasent surprise for them when it becomes mandatory.
